was / were to have done (been) 計(jì)劃要做……,沒能實(shí)現(xiàn)
We were to have invited you, but you were on your business trip. = We would have invited you, but you were on your business trip.
The results were to have been announced yesterday, but till now we have heard nothing. = The results should have been announced yesterday, but till now we have heard nothing.
